Officer Zachary Rosen of Columbus, Ohio, has been placed on desk duty while he is under investigation for kicking a suspect in the head while the man was handcuffed and lying face-down. This incident comes only a few weeks after a grand jury decided not to indict Rosen for a shooting incident that occurred while he was out of uniform and driving an unmarked SUV.
